Exceptions to the universal service - local holidays
Postcomm has decided to allow exceptions to Royal Mail’s universal service obligation to deliver or collect mail on certain specified days. These changes take effect from October 5, 2009.
These are as follows:
- Saturday Dec 26 2009 (Boxing Day 2009) in the UK. (This is on top of the official bank holiday on Monday December 28 2009 which Royal Mail intends to observe);
- July 12 (Battle of the Boyne) in Northern Ireland if it falls on a Saturday;
- The day after the Battle of the Boyne bank holiday in Northern Ireland;
- Specified local holidays in Scotland (to be taken instead of certain official bank holidays in Scotland);
- Easter Monday in Scotland (Royal Mail will work as normal on Good Friday);
- January 1 and 2 and December 26 where they fall on Saturdays and the Secretary of State has appointed the following Monday as the official Bank Holiday in its place, the Saturday may be designated a holiday and the Monday a normal working day.
If an exception is allowed for a day which is not an officially recognised bank holiday, it means that Royal Mail will not have to meet its universal service obligations to deliver or collect mail on that day.
Royal Mail will be required to publish its bank and local holiday arrangements to ensure that senders and recipients are aware of delivery and collection services over holiday periods.
