Consumers Estate Agents and Redress Act 2007

The Consumers, Estate Agents and Redress Act 2007 ("the CEAR act") was given Royal Assent in July 2007 and changes the current framework for consumer advocacy.  The CEAR Act abolishes the current Consumer Council for Postal Services ("Postwatch") from 30 September 2008 and establishes a new consumer advocacy body, the National Consumer Council ("Consumer Focus").

The CEAR Act places a statutory requirement on Postcomm to make regulations on complaint handling standards which will apply to all licenced postal operators.  Postcomm has published its complaint handling regulations at Complaint handling standards for licensed postal operators.

The CEAR Act also allows for the Secretary of State for Business, Enterprise and Regulatory Reform to require regulated postal operators to belong to a Postcomm approved redress scheme.  Postcomm has approved IDRS Ltd's application to to run a redress scheme for postal services: Redress schemes in postal services - approval criteria

Licence modification notice

To prepare for the abolition of Postwatch on 30 September 2008 and the new complaint handling standards, Postcomm needs to make relevant licence modifications to postal operators' licences to reflect the transfer of functions from Postwatch to Consumer Focus and the new complaint handling standards.
