Postcomm consults on licence application from Regional Mail Services Limited

19 October 2009

Postcomm began a 28 day consultation on the proposed grant of a postal operator's licence to Regional Mail Services Limited, a private limited company trading as RMS, PostalNet and PostalSort.

Under the licensing framework that took effect from 1 January 2006, was amended in January 2008 and further modified in December 2008, the licence would:

  • allow Regional Mail Services Limited to provide all types of postal service;
  • be issued for a rolling ten year period; and
  • require the company to comply with codes of practice on mail integrity (safety and security of the mail) and common operational procedures (designed to ensure the multi-operator market works well in practice).

The consultation notice and proposed licence can be found on the Regional Mail Services Limited consultation page.  Printed copies are available from Postcomm at Hercules House, 6 Hercules Road, London, SE1 7DB.  The closing date for responses is 16 November 2009

Postcomm’s position

Postcomm is minded to, subject to consultation, grant a licence to Regional Mail Services Limited. We believe that the proposed licence will further the interests of postal users by promoting competition between postal operators, and that it will have no adverse effect on the provision of a universal postal service in the United Kingdom.
