Postcomm consults on a long term licence for Target Express

Postcomm today began a 30 day consultation on the proposed issue of a long term licence to Target Express Parcels Limited, to provide consolidation services, that is, collection and sorting of mail.
Postcomm is minded, subject to consultation, to grant a licence to Target Express. We believe that the proposed services will further the interests of postal services users by promoting competition between postal operators, and that it will have no adverse effect on the provision of a universal postal service in the United Kingdom.
