Postcomm consults on modification to the long term licence granted to Speedmail International Limited

Postcomm today began consultation on a proposed modification to the conditions of a long term licence granted to Speedmail International Limited. The modification will introduce a requirement for accounting separation into the licence.
Speedmail International Limited was purchased by Deutsche Post Global Mail (UK) Ltd in January 2004. Postcomm’s policy is that licensees which are owned by postal operators which are dominant in their domestic market should provide separate financial accounts for their licensed business to enable Postcomm to monitor possible unfair cross-subsidisation of competitive services from monopoly services and to provide the relevant information to the appropriate authorities should the necessity arise. Speedmail International Limited has agreed to the modification.
