Postcomm agrees licence exception for CRESTCo but will consult again on election mail

Following consultation, Postcomm is to recommend to the Secretary of State for Trade and Industry a postal licence exception for CRESTCo’s Courier and Sorting Service (CCSS), but, after representations from interested parties, is to consult again on a broader-based exception for election mail.

The CRESTCo service conveys securities certificates and other paper documents associated with the holding and transfer of securities and is part of the Stock Exchange’s CREST electronic securities settlement system.

On election mail, responses to Postcomm’s consultation highlighted a number of issues which were outside the original scope of the exemptions that Postcomm was asked to consider. These included elections for The European Parliament, The Greater London Authority, Parish and community council elections, Scottish School Board elections, the conduct of referenda and the mailing of ballot papers.

Postcomm will re-consult on the broader issues after discussions with the Department of Transport, Local Government and the Regions.
