Zip Mail Limited were granted a long term licence (pdf, 256KB) on 17 October 2006. Following the publication of the January 2008 Decision document “Amendment of the 2006 Licensing Framework” (pdf, 277KB), Conditions 9 and 10 of the licence modified (pdf, 47KB) on 19 March 2008.
In accordance with the establishment of Consumer Focus, the abolition of Postwatch on 30 September 2008 and the transfer of its functions to Consumer Focus, several modifications were required to the licence for example to remove references to Postwatch. Following the issue of a proposals notice in August 2008, Postcomm modified the licence (pdf, 55 KB) in December 2008.
Under the new licensing arrangements:
- Zip Mail Limited must comply with the mail integrity code and the common operational procedures code, and
- licensed area mail carried by Zip Mail Limited will, unless exempted, be required to show a unique mail identification code marking Zip Mail Limited as the licensed operator responsible for carrying it.
