Royal Mail was granted its current 15 year licence on 23 March 2001. The licence sets out in detail Royal Mail's obligation to provide a universal postal service across the United Kingdom, as well as the service standards it is expected to meet.
Under the new licensing arrangements that came into force on 1 January 2006, when the UK mail market was opened to full competition:
- Royal Mail must comply with the mail integrity code and the common operational procedures code.
- a unique mail identification code will appear on each piece of mail, identifying the licensed operator responsible for handling it. Royal Mail will be exempt from this requirement where letters carry a Royal Mail payment indicator, or other recognisable mark. More information on mail identification codes.

Royal Mail agreed to revision of its licence on 25 May 2006 (pdf, 346KB). The changes to its licence bring into force a new price and quality of service control.
