Mr Cooper, a sole trader, was granted a licence (pdf, 1204KB) on 1 February 2010. He originally intended to operate under the trading name Penny Black [Couriers] Postal Services but, following the public consultation  on his licence application, Mr Cooper changed his trading name to Penny Farthing Post (Couriers).

Under the licensing arrangements:

• he must comply with the Mail Integrity Code and the Common Operational Procedures Code.
• licensed area mail carried by him  will, unless exempted, carry a unique mail identification code marking Penny Farthing Post (Couriers) as the licensed operator responsible for carrying it.
