Document Outsourcing Limited was granted a licence (pdf, 271KB) on 13 March 2008. In accordance with the establishment of Consumer Focus, the abolition of Postwatch on 30 September 2008 and the transfer of its functions to Consumer Focus, several modifications were required to the licence for example to remove references to Postwatch. Following the issue of a proposals notice in August 2008, Postcomm modified the licence (pdf, 55 KB) in December 2008. In November 2009, Condiiton 10 of the non USO licence was modified (pdf, KB)
Under the licensing arrangements:
- Document Outsourcing Limited must comply with the mail integrity code and the common operational procedures code.
- licensed area mail carried by Document Outsourcing Limited will, unless exempted, carry a unique mail identification code marking Document Outsourcing Limited as the licensed operator responsible for carrying it.
