DHL Global Mail (UK) Limited was first granted a licence (pdf, 261KB) on 29 December 2006, to come into force on 1 January 2007. Until 1 January 2007, the company was known as Mercury International Limited and, with the grant of that licence, they undertook business previously handled by Deutsche Post Global Mail (UK) Limited and Speedmail International Limited. Following the publication of the January 2008 Decision document “Amendment of the 2006 Licensing Framework” (pdf, 277KB), Conditions 9 and 10 of the licence modified (pdf, 47KB) on 19 March 2008.
In accordance with the establishment of Consumer Focus, the abolition of Postwatch on 30 September 2008 and the transfer of its functions to Consumer Focus, several modifications were required to the licence for example to remove references to Postwatch. Following the issue of a proposals notice in August 2008, Postcomm modified the licence (pdf, 55 KB) in December 2008. In November 2009, Condiiton 10 of the non USO licence was modified (pdf, 108KB).
Under the new licensing arrangements that came into force on 1 January 2006, when the UK mail market was opened to full competition:
- DHL Global Mail (UK) Limited must comply with the mail integrity code and the common operational procedures code.
- licensed area mail carried by DHL Global Mail (UK) Limited will, unless exempted, be required to show a unique mail identification code marking DHL Global as the licensed operator responsible for carrying it.
