Organisational structure

Postcomm’s policies are steered by its commissioners, who meet once a month. On a day-to-day basis, the organisation is run by the chief executive, Sarah Chambers, together with a staff of about 70.

We are organised into eight directorates:

  • the secretariat, which organises Commission meetings and liaises between commissioners and Postcomm staff;
  • universal service and customer protection, which makes sure that postal operators comply with their licence conditions and that Royal Mail meets it obligations to customers, providing a reliable universal service, meeting its quality of service standards and acting fairly in the competitive market;
  • network, communications and international affairs, which deals with media enquiries, public relations and the website, as well as making recommendations to the government on the future of the Post Office network and monitoring developments in postal markets overseas;
  • regulatory finance, which develops policy on Royal Mail’s pricing framework;
  • economic policy, which formulates the regulatory frameworks necessary for the development of vibrant competition in the mail market, whilst ensuring a healthy universal service; 
  • market development, which provides a contact point for our many stakeholders – especially mail customers and new or prospective operators;
  • resources, which provides administrative support and makes sure Postcomm runs smoothly;
  • legal, which advises the Commission on policy and process.
