Postcomm's equality schemes

Postcomm’s vision for the organisation is to create an environment free from discrimination, where bar/riers to equality are removed and where everyone is treated fairly and without prejudice.

Disability equality scheme

Under The Disability Discrimination Act (DDA) 2005 public authorities, including Postcomm, are subject to a general duty to have due regard to the need to:

  • promote equality of opportunity between disabled people and other people;
  • eliminate discrimination that is unlawful under the Act;
  • eliminate harassment of disabled people that is related to their disability;
  • promote positive attitudes towards disabled people;
  • encourage participation by disabled people in public life; and 
  • take steps to meet disabled people’s needs, even if this requires more favourable treatment.

Postcomm’s Disability Equality Scheme (DES) details the work Postcomm has carried out to date in complying with our duties under the DDA and the work we intend to carry out in future to continue to meet our objectives in promoting disability equality.

This Scheme replaces the interim document published in December 2007 and reflects the priorities identified by disabled people as gathering through a programme of involvement in March 2008. In creating our full DES we have also involved Postcomm staff and specialist consultants who are themselves disabled.

Our DES is a working document which will evolve over time and we welcome any comments or feedback on our Scheme or Action Plan.

Race equality scheme

Under the Race Relations (Amendment) Act 2000 (RRAA) public authorities, including Postcomm, are subject to a general duty to have due regard to the need:

  • to eliminate unlawful racial discrimination;
  • to promote equality of opportunity;
  • and good relations between persons of different racial groups.
  • Postcomm is also subject to two specific duties under the RRAA.

Postcomm must carry out ethnic monitoring on its employment practices; and Postcomm must publish a Race Equality Scheme (RES) which:

  • assesses which function and policies are relevant to the general duty, with a review of that assessment at least every three years;
  • sets out arrangements for assessing and consulting on the likely impact on the promotion of race equality of proposed new policies;
  • sets out arrangements for monitoring of policies for adverse impact on the promotion of race equality;
  • sets out arrangements for publishing the results of assessments, consultations and monitoring;
  • sets out arrangements for ensuring access to information and services, and
  • sets out arrangements for training staff on issues relevant to the duty.


The successful implementation of this policy will contribute strongly to Postcomm’s pursuit of our mission providing a framework under which Postcomm can assess and monitor the impact of our activities on different racial groups within the community and within our own organisation.
